Is thier a way to allow e mail users to go in and change the password? Question

You can do it though the control panel. Also it depends on what domain your asking on as to if it can be done though webmail and/or the actual mailbox being able to log in.
We are in process of upgrading the control panel and the upgraded servers you can log in with the mailbox and the password and change it from there.
