Ever since my site crashed and was rebuilt 6 mos ago, people with dial up internet access haven't been able to scroll down the pages. Does anyone have any suggestions?

If it is on dialup, maybe try putting less pictures on a page, it would seem that jumpiness is created becasue data is loading.

I cant recreate this but i also don't have a dialup connection. Try doing less and see if that helps this situation.

By way of follow up. The page transition feature is what was causing the issues on this site. By toggling off page trasitions, the issue cleared.
